I've been involved in an incident like this, except in our case it was the mother and she ended up throwing the baby at my partner (who, luckily, was also a mother and instinctively caught the airborne child).  Now, I'm not a fan of children, but things like this get me a bit riled up.  Grr. 

She's only 38, and she's a grandmother?  That says something, also, I think.

There's nothing new in the use of baby-strollers, buggys, wheelchairs and motorized chairs to secret stolen merchandise. That said, a couple of observations about this matter: 1) policy should require, if at all possible, a second person to accompany the LP agent when approaching a shoplifter outside the store. A second person in this case could have prevented the buggy and child from rolling down the parking lot, while the agent dealt with overcoming the suspect's resistance. 2) if a second person is not available and considering an infant is involved, here's an opportunity to engage in "loss prevention" by burning the theft. 3) lastly, if this shoplifter is known (according to the news report she has a history of theft and violence) she could have been stopped inside the store as she was about to exit. Marshalls has a front-end checkout configuration and a stop past the check-out would be appropriate in this kind of case. The good news is this: another habitual criminal is again in jail and likely will spend some time in a California state correctional facility where she belongs.

Well for all of you that remember when I posted this story, I didnt tell you all at the time, that it was not Marshall's that this incident happened at, and that It was MY shoplift apprehension.
She was charged with after all said and done, CPC 646/211(f), CPC 666(f) Robbery and Petty with a prior and was given 4 years in state prision. Also its been 6 months and all my HIV and HEP panels are still neg from when she bit me.

Had a guy up in Edmonton use the wheelchair ploy. Hide the items under his leg. When stopped he'd jump up and run. Took a few LPO's by surprise before it became known. Also had a guy bite me once. Male and female were stopped for a bag check. The store had a no arrest policy but the new employee didn't know that. Once she said the magic words my partner and I jumped in. Ended up with me on the guy's back in a greek wrestling match start position. I felt him trying to get outside of my arm by pushing with his head. I then felt pressure on my forearm and told my partner "I think he bite me." The second attempt was more obvious. I grabbed his hair and yanked him off my arm. The female was upset and then claimed I smashed the males head into the floor. Once we had him under control I played up the bite mark for the audience and everyone agreed "that's dirty fighting." Luckily his teeth never broke skin. In our province when Police, EMS, or Fire get bitten or spit upon they can force the suspect to be tested for any infections. I'm trying to amend that to include Security/LP while making an arrest.

I also noticed a guy two weeks ago with a baby stroller. There were bags tied and draped over the side. It struck me odd that he was peeking into garbage cans. Something told me the stroller didn't have a child in it. The top was pulled up and a blacket over top. I let all the LPO know that I had a suspicion. Last week he was caught stealing trading cards and had $400 in merchandise from Sears. I commented on the new shoes he had and an old pair in the bottom of stroller before he copped to stealing those too. 4 days later (no stroller) but caught wearing a $500 leather jacket under his own and arrested again. Appearance notice and a nice $287 trespass ticket.

In many areas, Security/LP agents make more detentions than the average peace officer.
